Her Majesty's Fire Service Inspectorate for Scotland
Her Majesty's Fire Service Inspectorate for Scotland or HM Fire Service Inspectorate is an autonomous agency of the Scottish Government - based in St Andrew's House, Edinburgh, its function is to: "improve the efficiency, effectiveness and standards of the fire and rescue services in Scotland" ,[1] it is also known simply as HMFSI, it is not a firefighting body. The HMFSI can however enquire into any matter concerning the operation of a fire and rescue service. The current HMFSI Chief Inspector of Fire Services is Jeff Ord,[2][3] it is general practice for Chief Inspectors to have previously served as Firemaster or Chief Fire Officer - Ord is a former CFO of South Yorkshire Fire and Rescue Service and Strathclyde Fire and Rescue Service,[4] he is ultimately responsible for the seven separate fire and rescue services in Scotland[5] and he is also a graduate member of the Institution of Fire Engineers and holds the Queen's Fire Service Medal.
HMFSI's remit
The HMFSI's main responsibilities include the following:[6]
- Obtaining information on the part of the Scottish Ministers about the manner in that fire and rescue authorities are performing their functions
- Advising Ministers, the Fire and Civil Contingencies Division, fire and rescue authorities and fire and rescue services of professional and technical matters generally
- Providing advice to other government departments, professional associations, the Scottish Fire Service College, Audit Scotland and the Health and Safety Executive
- Inspection of fire and rescue services and public reporting thereon
- Annually reporting upon the fire and rescue service in Scotland
- Attendance at public inquiries
- Assessment of fire safety activities including encouragement of contributions to community fire safety
- Developing of guidance and good practice for operational planning and training procedures;
- Helping to develop performance indicators for the fire and rescue service
- Fire safety enforcement in Crown premises
- Management of internal Inspectorate resources
